Steps to Obtain a Class M License
Follow these steps to get your Class M license and ride legally in Texas:
- Complete a motorcycle safety course – All applicants must complete an approved safety course covering safety practices and proper operation.
- Submit your application – Visit a Texas Department of Public Safety (DPS) driver’s license office or schedule an appointment online. Fill out the application for a Class M license.
- Provide proof of identity and residency – Bring valid identification and documents verifying your Texas residency.
- Pass a vision test – You’ll need to pass a basic eye exam to demonstrate adequate vision for safe driving.
- Take the written knowledge test – If you don’t have a safety course certificate from the last 24 months, you must pass a test on motorcycle-specific traffic laws and safety.
- Pass the road skills test – If required, you must demonstrate your ability to operate a motorcycle safely on the road.
- Pay the fee – A Class M license costs $33, or $44 for a renewal.
Learner License for Motorcycles (J Restriction)
A Class M learner license allows new riders to practice under specific conditions. The permit limits you to riding only with an experienced, licensed motorcyclist over 21 years old in sight. Once you’re ready to remove the J restriction, you must complete the motorcycle safety course. Minors must also take a motorcycle drive test.

Moped License
Texas law defines a moped as a motor-driven cycle with:
- No more than three wheels
- A rider’s saddle
- A top speed of 30 miles per hour
- No more than five-brake horsepower
- An engine capacity of no more than 50cc
Texas does not have a designated moped license. To operate a moped in Texas, you only need a regular Class C driver’s license. Visit your local license office with questions about licensing requirements for your specific moped.
